The state’s Energy, Climate Change and Economic Security Act of 2008 established the recycling goal.
"The 75% recycling goal is the highest of any state," DEP Secretary Michael Sole said. "It will be a challenge to achieve, but it can be reached through partnerships among state government, local governments, trade organizations, schools, businesses and industries as well as the people of Florida."
The DEP estimates Florida residents recycle 28% of the 32 million tons of municipal solid waste generated each year.
The plan requires state agencies meet the new goal first, and requires school districts to create recycling programs. Commercial recycling would be required at apartment and condominium complexes, schools and hospitals in large metropolitan areas.
Also under the plan, unlined construction and demolition debris landfills will be required to incorporate a Materials Recovery Facility.
The state legislature must approve the plan before it becomes law.
